We are deeply concerned the proposed South
Coast County Golf Course to be built on the
old Palos Verdes Landfill will have a negative
impact on our South Bay community.

1. The Palos Verdes Landfill is a Class 1 Industrial
Hazardous Waste landfill and during the 1970s was
receiving approximately 40% of the Class 1 waste
generated in the Los Angeles region.

2. For the first 18 years of its 28 years of active
operations the landfill received waste with no
manifests indicating what was being dumped into the
landfill, consequently we have an incomplete record
of what is actually in the landfill.

3. The Palos Verdes Landfill is an old style landfill
with NO bottom liner to contain toxic leachate and
has only five feet of soil cover instead of a cap to
protect from water intrusion from above. Modern
Class 1 landfills are required to use a composite
system of clay and a synthetic polyethelene
membrane to protect the deposited waste from water
intrusion.

4. The Palos Verdes Landfill is in close proximity to
the Palos Verdes Fault line and has had its northern
parcel identified as prone to debris flow (mudslides),
both of which call into question the continued
integrity of any barrier system.

5. Subsidence due to natural decomposition in a
landfill can violate the integrity of the landfill cover.

6. The lack of a bottom liner (modern Class 1
landfills have double liners) means that if the soil
cover is compromised by water, the resulting toxic
leachate will threaten the Peninsula communities as
well as the Torrance neighborhoods down-hill of the
site.

7. Meritage Golf projects that they will use
approximately 400,000 gallons of water per day.

8. The Palos Verdes Landfill borders or is in close
proximity to two elementary schools, two churches, a
pre-school, and numerous private homes.

9. Of the 19 applications purchased by and sent out
to golf course developers, only Meritage Golf
submitted a proposal.

NOTE: Mountain Gate is built on a municipal landfill
i.e., household trash. The P.V. Landfill is a Class 1
Industrial Hazardous Waste landfill.




ALTERNATIVES:
South Bay CARES advocates using the Palos Verdes
Landfill site in a responsible manner requiring a
minimum of irrigation. Irrigation of the Site should
simply provide for sufficient ground cover to prevent
soil erosion. The Site now is essentially open space
with a few Equestrian and Hiking Trails and used by
Ham Radio Operators of the South Bay, one of the
largest Ham radio groups in the country.
In the spirit
of the results of the Citizen Advisory Committee to
the South Coast Project survey, we recommend the
following additional uses for the Site be considered:

Walking Path
Nature Center
Picnic Area
Bicycle Path
Jogging Course
Physical Fitness Course

It should be noted that the results of a citizen survey
administered in 1984 as part of the South Coast
General Development Plan of 1985, a plan that has
served as a basis for the current golf course proposal,
a golf course was listed among the least desirable uses
for the Palos Verdes Landfill site among the survey

BASIC QUESTIONS:

A second basic question is: "Is it safe to build a golf
course on the Palos Verdes Landfill site?" Golf courses
on landfills are not uncommon. There are over 70 such
arrangements in the U.S., and we are sure that number
will grow. We are not opposed to golf courses, or
necessarily to golf courses on landfills. However, neither
the Los Angeles County Sanitation Districts (LACSD)
nor Meritage Golf has answered the following
questions...............


A third basic question is: "When the interests of the
golf course conflict with the interests and safety of the
community, who will win out?" The LACSD
has...............


A fourth basic question is: "How will the grading for the
golf course affect the environment during the
construction phase?" Both the soil currently on site as
well as soil brought in for the construction of the golf
course will become airborne. Sampling of the soil at the
Site has shown it...............

A basic question devoid of any safety issues is quite
simply: "Does the community wish to see a golf
course built on the landfill?" According to the Citizens
Advisory Committee (CAC) that was formed in 1983
as part of the study that resulted in the South Coast
General Development Plan of 1985 the answer
is...............


THE BOTTOM LINE:


South Bay CARES submits that trucking in 200,000
cubic yards of soil to the Site, bringing in heavy
vehicles to grade the project, and irrigating the Site
with 400,000 gallons of water per day constitutes a
radical change in conditions.



Please write to all the members on the L.A. Board
of Supervisors about your concerns. Unless we all
find our voices, this hazardous project will proceed.


After an almost decade long remediation process
mandated by the Department of Toxic Substances
Control (DTSC), the potential exposures and risks
assosiated with the Palos Verdes Landfill were declared
to be within acceptable DTSC threshold levels and
"should not be a cause of concern as long as conditions
remain unchanged." (DTSC Fact Sheet #7 August 1995)


T.T.A.: The Torrance
Teachers Association Board
passed a resolution on March
4th 2004 opposing any
development on the Palos
Verdes Landfill.
P.V.F.A.: The Palos Verdes
Faculty Association passed a
resolution on March 25th 2004
opposing the proposed golf
course development on the P.V.
Landfill site.
SIERRA CLUB: Palos
Verdes South Bay chapter of the
Sierra Club passed a resolution
recommending that there be no
disturbance of the Palos Verdes
Landfill.
